Appointed by the federal government to preside over Petrobras in place of Joaquim Silva e Luna, Jose Mauro Ferreira Coelho had his name approved this Wednesday (13) at a general meeting to join the state-owned company’s board of directors.
The shareholders’ approval paves the way for the executive to be the company’s president, which has yet to be decided at a new meeting. This is because, to head the oil company, it is necessary to be a member of the board.
The government’s choice came after businessman Adriano Pires withdrew from the nomination to take command of the oil company.
Coelho is former Secretary of Petroleum, Natural Gas and Biofuels at the Ministry of Mines and Energy (MME), a position he held from April 2020 to October 2021.
His resignation came on the same day as a series of casualties suffered by the Ministry of Economy, as the government discussed a possible maneuver on the spending ceiling. On the occasion, the secretaries of the Treasury and Budget, Bruno Funchal, and the National Treasury, Jeferson Bittencourt, also left.
Before being secretary of the MME, Coelho was for four years director of oil, gas and biofuels at Empresa de Pesquisa Energética (EPE), a state-owned company that provides services to the Ministry in the area of studies and research to help in the planning of the energy sector.
Coelho has 25 years of experience in the oil, natural gas and biofuels sectors, as Lattes describes in his resume, 14 of which he spent in public service. He has also served in academia as an undergraduate and graduate professor and writer. He has a degree in Industrial Chemistry.

In 2021, in an interview with the public channel TV Brasil, in October 2021, Coelho defended international price parity for fuel in the country.
“We have to have domestic market prices related to import parity prices. Because if that were not the case, we would not have any economic agent with the aptitude or desire to bring derivatives to the domestic market. And that could lead to shortages for the country.”
Still as secretary, Coelho has already publicly defended divestments in Petrobras’ refining area so that the company can focus on exploration. According to him, the state-owned company should act in sectors in which it is the only one with knowledge, such as oil and gas exploration in deep areas.
In other sectors, such as refining, Coelho argues that the entry of other agents should be encouraged, aiming to stimulate competitiveness and better prices for consumers.
