The mammoth competition for the digitization of the files of the total of 390 Mortgage Offices in the country, with a total budget of approximately 310 million euros, attracted great interest.
The race for the individual sections of the project was entered by the three major telecommunications groups (OTE, Vodafone, Wind), IT companies and groups that until now had no presence in digital projects.
More analytically, according to information, bids were submitted by OTE, Wind with the American company Iron Mountain, Vodafone with Cosmos Business Systems, Geoanalysis and Q&R, the Mytilineos group with the companies Globitel and Master AE, Unisystems with ONEX and Intrasoft International.
The tender concerns a framework agreement, lasting three years, as the project is funded by the Recovery Fund. The project is divided into five sections in which the mortgage offices of the 13 Regions of the country are grouped, while the first section includes the creation of the information system as well as the necessary digital applications.
It is worth noting that not all candidates submitted bids for all parts of the project. More is expected to be announced next Monday, January 17, where the offers will be unsealed.
The completion of the tender process will lead to the conclusion of a framework agreement with one contractor per department, ie with a total of five economic operators.
Subsequently, the contractors will be invited to sign individual executive contracts, depending on the needs of Hellenic Land Registry SA, whose total price and schedules are not known in advance.
It is noted that the executive contracts can be concluded as well as the completion of the duration of the Framework Agreement. The duration of the executive contracts may exceed the expiration time of the Agreement until 2027.
What does digitization involve?
The object of the project is the digitization of all the files of the Transfer and Mortgage system and the pledge system, as well as the implementation of electronic applications and Information System, in which the digital file will be maintained.
The Information System will provide with web services the possibility of utilization by other information systems of the body (eg Information System of the National Land Registry – SPEK), as well as access to citizens, lawyers, notaries, etc.
The estimated value of the agreement including the option amounts to € 309.87 million (including VAT 24%). Of this amount, € 71.5 million corresponds to the option.
