Why has Europe not air conditioners, though summers are getting warmer and more?

With the heat sweeping Europe for another day and temperatures breaking records, many people who do not have air conditioners are called upon to deal with the unprecedented phenomenon with fans, ice cubs and cold shower. But where is this lack of air conditioning? Much of the explanation is that many European countries have historically had no need for cooling, especially in the north. The heat has always existed, but they rarely reached the prolonged and high levels of temperatures that Europe now faces regularly. CNN observes that Europe does not treat heat like the US. While 90% of households in America have air conditioning, the percentage in Europe is about 20%, and in many countries even lower.
