President Luiz Inácio Lula da Silva (PT) will announce this Tuesday (14) the resumption of the Minha Casa Minha Vida program, considered one of the most important for the PT administration.
In the new version, the goal is to hire 2 million homes by 2026 and prioritize financing – and subsidies of more than 80% – for those with lower incomes.
At an event in Santo Amaro, Bahia, Lula is expected to confirm the return of Tier 1 housing finance, originally intended for families with incomes of less than two minimum wages.
According to the Planalto Palace, 50% of subsidized units will be allocated to beneficiaries with gross income of up to R$ 2,640. The figure represents twice the value of the minimum wage desired by the executive: R$ 1320.
The idea of the new government is that up to 50% of the financed and subsidized units are intended for this public. Historically, the subsidy offered to families in this income range ranges from 85% to 95% of the total housing value.
According to CNN, the government also intends to increase the financing ceiling, in an attempt to unlock stopped works. The expectation is to increase the limit, currently R$ 96 thousand, to close to R$ 170 thousand.
The exact account will still be closed by Caixa Econômica Federal and depends on the Sinapi price list (which reflects civil construction costs).
The change in the housing program is part of Lula’s list of campaign promises. Created in 2009, the project was renamed by Bolsonaro in 2020 as “Casa Verde Amarela”.
In addition to the name, criteria were also changed in the Bolsonaro administration, such as the exclusion of beneficiaries with an income of less than two minimum wages – a point that changes again now.
Bolsonaro also established the charging of interest for this public. Lula has not yet given details on whether or not the rates will remain.
The Chief of Staff reported that the new Minha Casa Minha Vida provides for the financing of second-hand housing, the inclusion of homeless people, in addition to transfers for social leasing (subsidy for renting housing units).

In Bahia’s reconcavo, Lula will deliver 684 units in two housing developments (Vida Nova Santo Amaro 1 and Residencial Vida Nova Sacramento). Contracted in 2013, the apartments even had their works abandoned and needed to undergo renovations.
This Tuesday (14), the government must simultaneously deliver more than 2,700 housing units in six states. Investments total R$ 206.9 million.
