Ukrainian President Volodymyr Zelensky said on Wednesday (11) that a “victory plan” he wants to present this month to US President Joe Biden would strengthen Kiev and have a “psychological” impact that could prompt Russia to end the war diplomatically.
Speaking at the annual Crimea Platform event in Kiev, Zelensky said it was important for Ukraine to present the plan to its allies ahead of a second international peace summit he wants to hold later this year.
“If partners support [o plano]it will be easier for Ukraine to force Russia to end the war,” he claimed.
“What is the point of this plan? It is a serious strengthening of Ukraine and, in my opinion, it will have a psychological and political influence… on Russia’s decision to end this war,” he concluded.
The Ukrainian president first spoke about the plan last month, saying he wanted to discuss it with Biden and his two potential successors after the US presidential election in November.
Zelensky is due to travel to the UN General Assembly later this month.
The meeting comes at a critical moment in the war, with Russian troops continuing to make slow advances in eastern Ukraine despite Kiev’s forces launching a surprise invasion last month in Russia’s Kursk region.
Ukraine has been pushing for a summit to lay out its vision for peace and try to move forward with negotiations to end the war. The first such event, held in Switzerland in June, excluded Russia while attracting dozens of delegations.
The Zelensky government has stressed that it supports Russia’s participation in the upcoming summit, as many countries in the Global South would like to see both sides of the war present.
Moscow has said it will not negotiate with Kiev while Ukrainian forces are on its territory.
