President Luiz Inácio Lula da Silva adopted a cautious tone when commenting on the recent elections in Venezuela, according to the international analyst of CNN Fernanda Magnotta. In his first personal statement on the matter, Lula stated that he was “convinced that this is a normal process,” a statement that, in the analyst’s view, seeks to avoid signs of a rupture with the neighboring country.
Magnotta highlights that the Brazilian president’s speech is an attempt to “pacify” and “dodge the question”, using euphemisms to gain time.
“It is as if, by expressing himself in this way, he was forging a certain normality, wanting to not give any indication of a rupture for Venezuela and, at the same time, not to make a scene that would be criticized,” explains the specialist.
Cautious diplomacy
The tone adopted by Brazilian diplomacy has been “parsimonious and careful,” according to Magnotta. She emphasizes that there is a need to retrieve information and have access to electoral materials, as has been requested by several international actors. “The benefit of the doubt is in place,” she says.
The analyst says she believes that the Brazilian government should only express itself more forcefully through a coalition.
“I think it is very unlikely that Brazil will speak alone. At the moment, culture has been made in trios, Brazil, Colombia and Mexico,” observes Magnotta, indicating that these three countries are working together to issue a joint statement.
Internal challenges
Magnotta also points to internal challenges within the Brazilian government that complicate the situation. The lack of cohesion, exemplified by the statement released by the Workers’ Party (PT), creates “rifts” that the president could avoid at this time, according to the expert.
Lula’s stance reflects the complexity of the diplomatic situation, where Brazil seeks to maintain a delicate balance between not antagonizing Venezuela and not completely endorsing an electoral process that has been questioned internationally.
As pressure from within Venezuela and the international community mounts, Brazil finds itself in the position of having to carefully navigate its diplomatic relations in the region.
