During a broadcast on social media this Thursday (19), Bolsonaro announced that “at 8 am I leave for São Paulo, where we have a meeting tomorrow with a person recognized around the world, who comes to help our Amazon.”

“They break laws, we don’t. PLP 11 that says so. Let’s get to the debate,” she told the CNN Arthur Lira. PLP 11, or complementary bill 11, was approved by the National Congress and, in practice, provides for the reduction of the ICMS rate by the states. According to the government, however, the PLP was not fulfilled, which led to a questioning by the Attorney General’s Office (AGU) in the Federal Supreme Court (STF).

Décio Padilha said that “it is necessary to verify if this text is unconstitutional, since the ICMS selectivity is mandatory, which means that essential items must have lower and superfluous taxation, higher rates”. “As the bill admits the items as essential and provides that the state will be able to set lower rates, it seems, at first glance, that it violates the principle provided for in the Federal Constitution of 1988 of the essentiality of products, as it is not a faculty but an obligation of the State”, he added.

The president of Comsefaz, who is also Secretary of Finance of Pernambuco, also said that the impact of the PL could reach R$ 100 billion. He recalled, however, that “all this is recent. The project appeared today and Comsefaz needs to study in depth the legality of this project before the constitution and the respective impacts on the states”.

Brazil considers signing US-suggested document on democracy and elections, government sources say

The Brazilian government believes that it is a signatory to a document suggested by the United States that defends democracy and free elections. Russian bombing kills at least 12 in Luhansk, eastern Ukraine

Ukrainian military officials said 12 people were killed in the Luhansk region and 60 properties were destroyed by Russian bombing on Thursday.

Temperatures are expected to remain low this weekend

Only from Saturday (21) there is a trend of increasing temperatures. The cold loses intensity, but the dawn will still be with low temperatures in much of the country. In São Paulo, on Sunday (22) the minimum will be 10ºC and the maximum, 22ºC.
