In this Friday’s Freedom of Opinion panel (14), journalist Boris Casoy commented on the decree published by President Jair Bolsonaro (PL) increasing the power of the Civil House over the 2022 budget.
From now on, relocations and credit openings will need authorization from the Civil House, commanded by Ciro Nogueira (PP). THE CNN heard sources from the Ministry of Economy who stated that the agreement was sewn between the two portfolios to centralize political agreements and protect the economic team from arrangements made by other areas of the government.
For Boris Casoy, the measure demonstrates that the popular Centrão is gaining more power in the Bolsonaro government. The journalist believes that the agreement aims to please the electorate, thinking about the dispute for the Planalto Palace in October, increasing public spending. “In an election year, they will not leave the key to the safe in the hand of Paulo Guedes [ministro da Economia], which holds the money.”
Casoy recalled that Guedes started the government with high support from Bolsonaro, being considered by the president as the “Ipiranga post” for decisions on government finances. The minister’s stance of maintaining greater austerity, however, would go against political will. Ciro Nogueira, president removed from Progressistas, now has the role of meeting expectations not met by Guedes.
“Deputies and senators have their demands. They were promised, it’s the ‘take it, give it here’, and they were not being fulfilled because, apparently, Paulo Guedes was making it difficult to fulfill these promises made by Ciro Nogueira and Flávia Arruda [ministra afastada da Secretaria de Governo]”, he stated.
According to Boris, the situation caused a “collapse” of Congress over the Civil House. Now, he believes that Centrão, which should lead Bolsonaro’s campaign for the presidency, cannot get in trouble with the allied base. “It’s not a team of bandits, it has everything. But it is a team that joined forces to gain political and electoral advantages.”
“Some are notoriously corrupt, but most just want to have advantages and for that they are elected. If the president does not act with Centrão, he is lost. They look after the interests of parliamentarians. Their amendments have to be approved and complied with,” he added.
Boris Casoy defended that the only way to end the negotiation system is to change the Brazilian electoral system, citing the district vote as one of the ways to renew the interests of Congress. He also stated that Bolsonaro’s alliance with Centrão can help the PL candidate in the search for reelection, but that the priority is the group itself.
“They have, of course, a voting power. Several city halls in hand, several parties, and they get the approval of what the president needs to approve in the plenary of the Chamber and Senate. Whoever decides to attack Centrão today, ends up falling. THE [Fernando] Collor gave a banana to Centrão and got screwed”, he recalled.
Record of Covid cases
The Ômicron variant made the world beat the record for daily cases of Covid-19 again. In the last 24 hours, there were more than 3.6 million people infected. This week, President Jair Bolsonaro suggested that the new strain is “welcome” in Brazil and that it could signal the end of the pandemic. The World Health Organization (WHO), however, warned that it is still too early to treat Covid as an endemic disease.
Vaccination certificate in schools
The mayor of Rio de Janeiro, Eduardo Paes (PSD), said that the city will not require proof of vaccination against Covid-19 in municipal schools. The mayor also declared that, in the event of a worsening of the pandemic, schools will be the last to close. The education department had previously informed that it would require the vaccination card – the return to school is scheduled for the 7th.
Self-test authorization
The Ministry of Health requested authorization for the use of the Covid-19 self-test for the National Health Surveillance Agency (Anvisa). The method is already used in other countries and the paste is believed to be important for preventing new infections.
