The European Commission today approved an amendment to Horizon Europe’s research and innovation program 2021-2022, increasing its budget by almost € 562 million. Thus, the program budget for the two years has now reached a total of almost 16 billion euros. The aim is to further develop innovative solutions to the environment, health and digital challenges, as well as to support displaced Ukrainian researchers.
Of this additional amount, € 507.1 million is earmarked for innovative EU missions. Specifically, 17 new calls for research projects will be published, covering Cancer missions (€ 129.56 million). A Europe Agreement on Soil “(€ 95 million),” Adaptation to Climate Change “(€ 126.2 million) and” Restoration of our Oceans and Waters by 2030 “(€ 117.9 million).
The amendment also includes measures to support researchers who have previously worked in Ukraine. Under the new MSCA4Ukraine program, part of the Marie Skłodowska-Curie Actions (MSCA), EUR 25 million will enable displaced researchers to continue their work in university or non-university host organizations in EU Member States or countries associated with the Horizons Europe program. They will also be supported to relocate to Ukraine when it is possible to restore research and innovation capacity in their country.
Hundreds of Ukrainian scientists will also benefit from a € 1 million budget increase in the Human Borders science project under the Horizons Europe Initiative. In addition, the amendment stipulates that legal entities established in Russia, Belarus or in non-governmental areas of Ukraine are not eligible to participate in actions supported by the Horizons Europe program in any capacity. Exceptions may be accepted on a case-by-case basis only in duly justified cases.
In addition, the amendment adds a number of new actions to support Europe’s innovation potential. As part of the “European Innovation Ecosystems” part of Horizon Europe, there will be a continuation of the WomenTechEU initiative with a tripling of the budget (€ 10 million) to support more than 100 women-run start-ups this year, as well as a new action to create and promote “business angels” in the EU (EUR 2 million).
The aid includes support for the creation of collaborative platforms and networks in the fields of culture and creation (€ 6 million), the assessment of the social impact of green transition policies (€ 3 million), and innovative solutions for its future. democracy (EUR 3 million) and support for the Public Sector Innovation Observatory (EUR 1.5 million).
The first round of forthcoming calls will start on 12 May 2022 and the second on 24 May 2022. Horizon Europe is the EU’s € 95.5 billion research and innovation program for 2021-2027 and is the successor program of “Horizons 2020”.
