The generation of electricity from solid urban waste can gain momentum beyond regulated auctions, in deals involving hybrid plants with other sources and direct contracting by distributors, said on Wednesday (8) the director of the National Electric Energy Agency ( Aneel), Sandoval Feitosa.
At a seminar to discuss alternatives for the source, Feitosa said that Aneel sees “regulatory windows” that could make more generation plants from waste viable in the future.
Today, there are 31 waste energy recovery projects granted by Aneel, which add up to 220 megawatts (MW) of power.
Although several initiatives had already been studied in recent years, the main milestone for the source was the A-5 new energy auction held in September this year, which contracted an Orizon Valorização de Residues plant. Located in Barueri (SP), the project sold 12 MW at the event, or 75% of its total capacity, and will receive investments of around R$ 500 million.
According to the director of Aneel, there are already other ways to monetize the generation from waste. As an example, he mentioned the mode of distributed generation, best known for having boosted the country’s solar source.
Hybrid plants, which were regulated by Aneel two weeks ago, and direct contracting by energy distributors may also be opportunities, said Feitosa.
Regarding the last case, Aneel should complete the regulation at the last board meeting this year, he added.
Dispatchable and clean, the source is seen as an alternative to advancing the environmental agenda, accelerating the end of landfills and reducing greenhouse gas emissions, and to diversify the electrical matrix, also enabling a reduction in energy losses and the optimization of energy systems. distribution and transmission.
Also present at the seminar, the planning secretary at the Ministry of Mines and Energy, Paulo Cesar Domingues, stated that the government will continue to encourage the source and qualify it for auctions in the regulated market.
The ministry will also work on the economic-financial sustainability of the projects, so that the costs of the projects, even higher than other sources, are not fully allocated to consumers.
Also according to the secretary, the MME will encourage other innovative technologies, such as green hydrogen and offshore wind. He reiterated the forecast of publishing a decree to allow wind power at sea by the end of this year.
