EU-27 agreement reached on immigration reform

His Spanish presidency Council of Europe announced recently that it had been achieved preliminary agreement among the 27 EU member countries to deal with crises involving the immigrant and refugee.

“Agreement! The EU ambassadors reached an agreement on the regulation that will concern cases of crisis or force majeure in the field of Immigration and Asylum”, the Spanish presidency says in a post.

The settings are intended to joint action organization in cases of mass flow of immigrants in a country of the European Union. In accordance with euronewsthe deal was sealed during a meeting of the bloc’s ambassadors in Brussels, who were tasked with completing the work that interior ministers were unable to complete last week when Italy blocked the draft text. What is the “Crisis Regulation”?

This text defines the rules that will apply to critical periods when the EU asylum system threatened by sudden and mass arrival of immigrants, as happened during the migration crisis in the years 2015-2016. To deal with an unexpected influx, Member States will be allowed to implement tougher measureslike the keeping asylum seekers at the border for longer periods of time, while their requests for international protection will be examined. Detention of rejected applicants could also be extended beyond the maximum limit of 12 weeks until the return process is completed.

The Crisis Regulation also provides for the possibility fast-tracking of asylum applications people fleeing a situation of extreme danger, such as an armed conflict. The special regime it will effectively bypass the conventional asylum systemwhich tends to be cumbersome and time-consuming, and will provide refugees immediate access to accommodation, employment, education and social support.

The “Crisis Regulation” will only be activated in emergency situations that endanger the EU’s asylum system or when migration is being used as a tool by a foreign government in an attempt to interfere in the EU’s internal affairs.
