The European Commission considers that both Ukraine and Moldova have fulfilled all the prerequisites for starting their accession negotiations to the European Union. Most EU member states want accession negotiations with these two countries to officially start from the end of June. However, this decision requires unanimity, with Hungary, which is Russia’s main ally within the European Union, threatening to block the accession process, especially of Ukraine. The Commission had asked Kiev for measures to fight corruption and against oligarchs.
