Fast track building permits for Elliniko

The amendment submitted to the Parliament yesterday provides for express procedures for the issuance of building permits in the project of Elliniko.

In particular, the provisions define: a special procedure for the issuance of pre-approvals for building permits issued by the Hellenic Office as well as the procedure and the required supporting documents for the approval of the placement of temporary structures within the Metropolitan Park.

As provided, for all construction works within the Metropolitan Pole of Elliniko Agios Kosmas, the issuance of permits is required, which are granted by the Hellinikon Office after the submission of an application by the owner or the one who has a legal right.

The Hellenic Office checks the submitted supporting documents and studies within 10 days from their submission, making reasoned remarks within the same deadline for deficiencies or errors identified during the audit.

How pre-approvals will be made

The pre-approval is issued within an exclusive period of five days, while in case of non-expiration of the deadline, the pre-approval is considered granted.

The revision of the pre-approval is mandatory, only if the urban sizes of coverage, construction, volume or height change by more than 5% in relation to the submitted diagrams.

If the opinion of the Architecture Council is required on the architectural studies submitted for the issuance of a building permit, this is provided by the Central Architecture Council.

The responsibilities of approving the elevation road studies for these works are exercised by the competent body of the Ministry of Infrastructure and Transport. The approval of the elevation study is provided within an exclusive period of 30 days from the submission of the complete file.

If there is an approved elevation study, the certificates required for the issuance of the building permit are issued by the service within five days from the submission of the application. Upon expiration of the deadline, the certificate shall be deemed to have been issued.

For the issuance of building permits within the Metropolitan Pole of Elliniko – Agios Kosmas and until the completion of the road network, the traffic connection of the facilities is carried out to and from the existing approved road network within the Metropolitan Pole through temporary connections within the Pole.

The way of connection of the facilities with the approved road network is reflected in a study, which is approved by the Department of Metropolitan Planning Athens – Attica of the Metropolitan Areas Planning Directorate of the General Directorate of Spatial Planning of the Ministry of Environment and Energy upon request.

The works required for the implementation of the above studies, such as fencing, small-scale repairs and additions to the existing road network, tree felling and lighting, are approved in total for the entire area in which they are implemented, or partially at the option of the interested party. Hellinikon Office, which issues the respective approval of small-scale construction works regardless of budget.

In five days the permits for the demolition

Regarding the demolition within the area of ​​Elliniko, it is provided that the issuance of demolition permits is done at the request of the interested party at the Hellinikon Office, while the permit is issued within 5 working days from the submission of supporting documents for 3 years from its issuance and is reviewed by the same procedure by which it is issued.

During the process of environmental licensing in the context of issuing building permits for the projects of the Metropolitan Pole and especially in cases of issuance of a decision of the Central Environmental Licensing Council (KESPA), the decision is issued within 100 working days from the date of its meeting.

Also, the permits for works that are to be performed within the development zones, can be issued in parts for one or more building units.

No permit is required for the execution of constructions and installations located outside the building units of the development zones and the Metropolitan Green and Leisure Park. A condition for the start of the execution of the works is the approval of a relevant study, which is submitted to the Hellenic Office.

The Hellenic Office approves the relevant studies within 15 days from the submission of the file, and in case of non-performance of the relevant deadline, the studies are considered approved.

Finally, the operating licenses of the sports facilities, within the Metropolitan Park of Elliniko Agios Kosmas, can be issued in sections per facility or as an independent department.

In sports venues, purely sports activities occupy at least 50% of the facilities. The remaining percentage may include concomitant uses of sports activities with the respective corridors, such as media outlets, leisure and dining areas for athletes, training facilities, sports hostels, playgrounds, showrooms, and commercial activities with the respective corridors, in particular: cafes, restaurants, kitchens, sports boutiques, shops, entertainment and leisure areas.

Regarding the staff of the Office of Elliniko, the establishment of 40 organic positions is foreseen.
