Senator Marcelo Castro (MDB-PI), rapporteur of the draft resolution that aims to give more transparency to the rapporteur’s amendments to the Budget, told the CNN that it intends to present the text this week and that it should establish a limit for the release of the instrument.
“We have nothing against the rapporteur’s amendments, but there is an excess. An exaggeration. We want there to be a limiter for that”, said Castro.
Earlier this month, Minister Rosa Weber, of the Federal Supreme Court (STF), ordered the suspension of the execution of the budgetary resources of these amendments, which has been the subject of questioning due to the lack of transparency and discretion in the distribution of Union resources.
The rapporteur in the Senate said that the idea is that the draft resolution to be approved by Congress establishes the new rules regarding resources and, with that, he hopes that the Supreme Court will reconsider the decision.
“The ministers of the STF want there to be transparency, and we agree. We are going to make changes that meet what the Court expects”, said Castro.
The president of the National Congress, Rodrigo Pacheco (PSD-MG), is in charge of negotiations on the matter.
Last week he was with the president of the STF, Luiz Fux, to discuss the matter, and he should meet with the rapporteur this Tuesday (23) so that the text is ready as soon as possible.
“We need to approve this soon, to allow time to commit resources and approve the Budget. It’s the [orçamento] next year also needs to come in new molds”, said the rapporteur, Marcelo Castro.
