Former adviser and right-hand man to Guedes will be Tarcísio’s finance secretary

The governor-elect of São Paulo, Tarcísio de Freitas, of the Republicans, announced Samuel Kinoshita, former adviser to Paulo Guedes and considered a kind of right-hand man of the Minister of Economy, as Secretary of Finance of São Paulo from 2023.

Kinoshita’s nomination comes after Minister Paulo Guedes himself declined the invitation to assume the position, as he “intends to dedicate himself to his own business”.

During the announcement ceremony, this Tuesday (13), the governor-elect of São Paulo was asked if he still intends to insist on having Paulo Guedes in his government as an “adviser”. His answer was: “Wait for the scenes of the next chapters”.

In addition to Kinoshita, Tarcísio also announced six other names that should make up his governing team.

Are they:

Wagner Rosário, who will be General Controller of the State; Hengel Ricardo Pereira, reappointed to the post of Chief Secretary of the Military House; doctor Oswaldo Nico, who will be executive secretary of public security; Colonel Cassio Araújo de Freitas, who will be General Commander of the PM and delegate Arthur José Jean, who will be General Delegate of Civil Police.

Tarcísio had already announced eleven other people responsible for SP folders:

  • Secretary of Infrastructure, Environment and Transport: Natalia Resende
  • Government Secretary: Gilberto Kassab
  • Secretary of Education: Renato Feder
  • Secretary of Health: Eleuses Paiva
  • Civil House: Arthur Lima
  • Secretary of Public Security – Guilherme Derrite
  • Secretary of International Affairs – Lucas Pedreira do Couto Ferraz
  • Secretary of Communication – Laís Vita
  • Department of Roads and Highways – Colonel Sergio Cordeiro
  • Secretary of Tourism – Roberto Lucena
  • Digital Government Secretary – Caio Paes de Andrade (current president of Petrobras)

Still on the São Paulo State government secretariats, Guilherme Affif, coordinator of the transition team, stated that the governor-elect should not change the number of secretariats from next year: there are 23 portfolios and will continue to be, even if one or another goes through some reformulation.

One of Tarcísio’s reformulations will give rise to the Digital Management Secretariat, which will be led by the current president of Petrobras, Caio Paes de Andrade. The folder will aim to reduce bureaucracy and make state processes more agile.
