Gasoline price is back above R$ 5 in the 1st week of the year, shows ANP

The average price of a liter of gasoline was again above the R$ 5 level in the first week of 2023, even after the federal government’s decision to extend the exemption from federal taxes on fuel.

Between the 1st and 7th of January, informed the National Agency of Petroleum, Natural Gas and Biofuels (ANP), a liter of gasoline cost, on average, R$ 5.12 at filling stations in the country, an increase of 3. 2% compared to the R$ 4.96 charged per liter of the input in the week immediately before.

This is the second week in a row of increases in the price of gasoline, after five falls in a row between the end of November and Christmas, when a reduction in Petrobras refinery prices (-6.1% on December 9) and price drops of anhydrous ethanol, which makes up 27% of the gasoline mix, pushed the final fuel price down.

This dynamic has reversed in the last two weeks. The effects of Petrobras’ reduction in the final price were exhausted and anhydrous ethanol rose again in São Paulo mills, with an accumulated increase of 4.2% in São Paulo mills in the last two weeks of 2022, according to data from the Center for Advanced Studies in Applied Economics from the USP School of Agriculture (Cepea/Esalq-USP).

Another factor that pressured the price of gasoline were the four increases practiced by the Mataripe Refinery in the price of the input to distributors, which intensified after the turn of the year.

The Acelen unit, a company in which the Mubadala fund participates, aligns its prices weekly to the import parity and accounts for around 14% of the national derivatives market and mainly serves the Northeast region. According to the ANP, this region registered the second highest weekly increase by region in prices to the final consumer, 3.77%.

The highest regional increase in the comparison between this week and the previous one, 4.31%, happened in the North of the country. The main refinery serving the region, Refinaria de Manaus, formerly Petrobras, had its sale to the Atem group completed at the end of November.

In the Southeast region, informed the ANP, the increase in the final price of gasoline was 3.68%, followed by the South (2.40%) and Midwest (0.99%).

On the other hand, the fact that 11 states approved increases of up to 4% in their ICMS rates on fuel in December also weighed. The measure followed the recommendation of the National Committee of State Treasury Secretaries (Comsefaz) to mitigate revenue losses.

The state tax had been lowered to a maximum of 18% across the country in June 2022 through a complementary law articulated by the Jair Bolsonaro (PL) government with the National Congress to curb inflation. Even so, the price of gasoline at service stations in the country rose 25% in 2022 and 14.2% in the four years of the Bolsonaro government, show the ANP figures.

Diesel S10

The S10 diesel, on the other hand, saw the average price of a liter rise 2% or R$ 0.13 this week, to R$ 6.51 against R$ 6.38 in the last week of 2022. This increase reverses a seven-week downward movement in S10 diesel prices.

With the exception of the increase in anhydrous ethanol, the other factors that pressure gasoline are also valid for diesel. The last drop in the price of the raw material by Petrobras in its refineries, of 8.1%, also took place on December 9th and no longer has an effect on the final price.


On the other hand, liquefied petroleum gas (LPG) or cooking gas, widely consumed by the population, experienced a slight drop of 0.1% in consumer prices. Between January 1st and 7th, the 13-kilogram canister of the input cost, on average, R$ 108.50 against R$ 108.64 in the immediately previous week.

This is the fourth week in a row of a fall in the price of cylinders to the final consumer. This product, which has been alternating ups and downs in recent months, has fallen in recent weeks, possibly due to an aftermath of Petrobras’ readjustment downwards in its refineries.

Five weeks ago, the state-owned company reduced the price of LPG sold to distributors in its units by 9.7%.
