HRADF: Attiki Odos and the other bets of 2022

The announcement for the new concession of Attiki Odos, which is planned for the first quarter of the new year, enters the final stretch, with competent sources noting that it is not excluded that the tender will be aired even in January.

This is the biggest project that the HRDF is going to run in 2022, while at the same time the administration and the executives of the Fund are working to close all the open fronts of the privatizations with the goal of the revenue for the new year to be set at 2.2 billion.

However, before the change of the year, the HRDH is expected to proceed with two important signing of contracts. The first concerns the agreement with Italgas for DEPA Infrastructure for a total price of 733 million euros, with the Fund holding 65%. The second concerns the property in North Afandou of Rhodes, a case that has been pending for seven years and corresponds to revenues of 26.9 million euros.

At the beginning of February, the binding offers for the sub-concession of the port “Filippos B ‘of Kavala are expected, while the port of Alexandroupolis will follow within the same month.

The new projects

According to the statement of the CEO of HRDH, Dimitris Politis, during a press conference, HRDH has adopted a new strategy which emphasizes acceleration and includes not only large flagship projects, but also smaller assets that can be done locally. reference points.

In this context, in 2022 the burden of the strategy falls on assets such as tourist ports, and in particular the Marina-Megayacht of Corfu in the first quarter of 2022, while the reuse of the Itea Marina is being prepared. It is noted that the concession of the Pylos marina and the sale of the property of the former EOMMEX in Tavros has already been announced.

Within 2022, the utilization of real estate in thermal springs located in the HRDF portfolio is expected to begin. The beginning will take place, probably in the first quarter, with Kammena Vourla located and the property in Thermopylae will follow.

The big bet of Attiki Odos

The procedures for the new concession of Attiki Odos are currently underway, as the existing one expires in 2024. This is expected to be the largest source of revenue for the coming years, as it is a highway that offers high revenues to the concessionaire.

In fact, the CEO of HRDH last September from the TIF had estimated that the financial consideration of this concession will break all records of privatizations. Market estimates put the estimated price above 2 billion euros.

According to information, the content of the new concession agreement is currently being completed. A key change will be that the concessionaire’s compensation will be calculated on the basis of gross revenue as is the case on all conceded highways and not on the basis of internal performance (IRR).

An issue that remains open is whether the new concession will be accompanied by construction projects. However, the most probable scenario is that the extensions of Attiki Odos will be announced with separate tenders by the Ministry of Infrastructure. However, it is not ruled out that a new concession contract will be strengthened with the heavy maintenance of the axis or with improvement works such as the addition of another lane in the Metamorfosi-Kifissia section, in order to decongest the traffic.

Towards the end of 2022 the signatures for the Egnatia Odos

Staying on the concessions, within the last quarter of 2022, the contract for the 35-year concession of Egnatia Odos to the GEK TERNA-Egis Projects consortium, which prevailed in the relevant tender with a bid of 1.496 billion euros, is expected to be signed.

In order to do this, important issues will have to be closed, such as the toll stations and the completion of the licensing of the tunnels, which are under the microscope of all those involved.

In order to close the transaction on the schedule and to write the revenues of the HRDH, a special committee has been created, a task force has been set up by the Ministries of Infrastructure and Transport, Finance and Environment, which monitors the relevant progress. The contract is still expected to be sent to the Court of Auditors and then ratified by Parliament.
