Itamaraty diverges on the prevalence of China’s interests and Brazil’s weight at the BRICS Summit

Brazilian diplomats with whom the CNN talked disagreed about the final outcome of the BRICS Summit.

There are reports that, even before the presidential trip, there was already internal disagreement about the expansion of members.

A diplomat evaluated the CNN that a final design different from the one that occurred would be impossible due to the pressure that was installed by China for the original Brics to be left behind.

According to this same source, Brazil loses a bit of relative density and weight in the general context.

Another evaluated that the summit served China’s interests a lot – from the list of countries invited to the meeting to the leadership of Chinese President Xi Jinping throughout the event.

The conclusion of this source is that the summit served to consolidate China’s position in the so-called “Global South”, formerly classified as “developing countries” and, even before that, as “third world countries”.

The reading is that the final design of the agreement was a victory for Celso Amorim, special advisor to the Presidency of the Republic. In particular, for Iran’s admission to the group.

The former chancellor unsuccessfully tried to broker a global nuclear deal for the country in 2010.

Brazilian diplomats reported that the agenda of uniting countries that are not aligned with the United States is a priority and the fact that he is someone trustworthy and close to President Lula ends up making it easier for this vision to prevail in Brazilian diplomacy.

According to a source at the top of the Itamaraty, every country that joins the Brics from now on will need to defend the change in the UN Council.

It was also evaluated that what Brazil put on the table ended up being accepted: the establishment of admission criteria that ended up restricting the new members to five.

The report made to CNN is that, in the meeting of foreign ministers that preceded the meeting of presidents, the Chinese tried to present a “closed package” with the greatest possible expansion of the group, which ended up contested by the Brazilian diplomats who were there.

In this sense, the Itamaraty summit considers the inclusion in the final declaration of two specific paragraphs a victory: item 7, which deals with the defense of the expansion of the UN Security Council, and items 44 and 45, which deal with alternative payments and use of local currencies.

The sources heard by CNN they also commented on the criticism that the Brics have accepted countries that are neither democratic nor respect human rights.

In the evaluation of these members of the Ministry of Foreign Affairs, the Brics were never the forum to address these issues, but global governance and the economy. And that Brazil is a protagonist in the forums that deal specifically with democracy and human rights.

It was recalled, for example, that Brazil was the only one to condemn the invasion of Ukraine by Russia at the UN, while China, India and South Africa abstained.
