LDO provides R$ 19.39 billion for rapporteur amendments in 2023

The federal government plans to reserve an amount of R$ 19.39 billion for the so-called rapporteur amendments, in the Annual Budget Law Project (PLOA), of 2023.

This amount represents an increase of 13.3% in relation to the current BRL 17.1 billion available for the 2022 fiscal year.

According to the Ministry of Economy itself, item II of §5 of art. 13 of the Budget Guidelines Law (LDO), sanctioned this Wednesday (11) by President Jair Bolsonaro (PL), “provides that there will be a specific reserve in the LOA 2023 to meet the rapporteur’s amendments in the amount equal to the RP 6 reserves and 7, in the estimated amount of BRL 19.39 billion.”.

The amendments classified as RP9 (primary result 9) are tools that give the Rapporteur of the Annual Budget Law (LOA) the right to submit amendments that need to be prioritized by the Executive.

As they are not clearly broken down in the budget execution control systems, they have been dubbed the “secret budget”.
