Lula signs contract for shared management of Fernando de Noronha

President Luiz Inácio Lula da Silva (PT) met this Wednesday (22) with the governor of Pernambuco, Raquel Lyra (PSDB), for the signing of the new shared administration contract for the archipelago of Fernando de Noronha. The restricted event was attended by Minister Ricardo Lewandovski, from the Federal Supreme Court (STF).

Last week, Lewandowski invalidated the contract that was in force for the transfer of use of Fernando de Noronha to the state of Pernambuco. Despite the annulment, the validity of the administrative acts was maintained by the state, “due to the principles of good faith and legal certainty”.

The contract annulled by the Supreme Court dated 2002 and was signed by then-president Fernando Henrique Cardoso (PSDB) and by the governor of Pernambuco at the time, Jarbas Vasconcelos (MDB).

According to Lewandovski’s decision, the old contract had been signed only between the state government and the National Treasury Attorney’s Office, excluding the need for legislative approval.

Last year, former president Jair Bolsonaro (PL) filed a request for an injunction in a civil action against the government of Pernambuco, requesting dominion over Noronha, in order to federalize the island. Bolsonaro’s management indicated irregularities in the fulfillment of the contract, but did not say which ones.

This year, during the Lula government, an agreement was signed. With the new contract, the Union and the State will manage the archipelago. The ceremony took place at the Campo das Princesas Palace, headquarters of the Pernambuco Executive, in Recife.

The new contract stipulates that the number of visitors to the archipelago cannot exceed 149,839 people in a year and no more than 11,000 per month. The urban perimeter on the island also cannot be expanded and irregular constructions must be regularized or demolished.

Wind farm in Paraíba

In the morning, Lula was in the interior of Paraíba, where he participated in the inauguration of the Neoenergia Renewable Complex –the wind farm Chafariz and Solar Luzia– the first complex of associated generation of solar and wind energy in the country. Lula did not speak during the ceremony, which took place in Santa Luzia, in the backlands of the state.

The complex belongs to the Neoenergia group. The energy generated is 0.6GW, enough to supply 1.3 million homes per year. The development has 15 wind farms and 136 wind turbines.

The investment for the implementation was R$ 3.5 billion, according to the Neoenergia group. The park is the first associated renewable energy complex in the country, authorized by the National Electric Energy Agency (Aneel).
