Neutral regime proposed by Ukraine in exchange for security – Russia’s promise and what will happen with the Putin-Zelensky meeting

Ukraine proposed the adoption of a neutral regime in exchange for security guarantees in the last round of talks with Russia that took place on Tuesday (29/3) in Istanbul. That means it will not join military alliances or host military bases, Ukrainian negotiators have said, according to Reuters.

The proposals are the most detailed and specific that Ukraine has made public. They also provide security guarantees under Article 5 of the NATO military alliance. Poland, Israel, Turkey and Canada could be among the possible guarantors of security.

“If we manage to unify these basic provisions, and for us this is the most fundamental, then Ukraine will be able to really define its current status as a non-bloc and non-nuclear state in the form of permanent neutrality,” said negotiator Oleksander. Chaly.

“We will not host foreign military bases on our territory, nor will we deploy military forces on our territory, and we will not enter into military-political alliances,” he said in a statement broadcast on Ukrainian television.

“Military exercises on our territory will be carried out with the consent of the guarantor countries.”

The proposals would also include a 15-year consultation period on the annexed Crimea status and could only take effect if a full ceasefire was reached, negotiators told reporters in Istanbul.

“The talks are constructive”

Leading Russian negotiator Vladimir Medinsky described the talks as constructive, while Russia pledged to limit military activity in Kyiv and Chernihiv.

Medisky also said that a meeting between Zelensky and Putin is possible only if the agreement is sealed by the Foreign Ministries.

Russia has decided to drastically reduce its military activity focusing on Kyiv and Chernihiv in Ukraine, Russia’s deputy defense minister said after talks in Istanbul.
