A new extratropical cyclone forms off the coast of Rio Grande do Sul on Wednesday night (13). Like last week, the phenomenon will occur over the Atlantic Ocean, after the cold front passes over the continent.
This Wednesday there was a lot of rain and instability caused by the advance of a low pressure area coming from northeast Argentina and Paraguay towards the Brazilian state.

During the early hours and morning of this Thursday (14), the cyclone will be formed and, from then on, it should begin to move away from the coast.
As the event moves away, the cold front should head towards the Southeast and Central-West, causing a drop in temperature and rain in the states of São Paulo and Mato Grosso do Sul.
Phenomenon will be different from previous ones
The forecast is that the phenomenon will not be as strong as the previous ones, being different from the events recorded in June and July this year.
In June, the cyclone took the opposite route to that expected now. In other words, it started over the ocean and advanced towards the continent, remaining for a long period on the coast of Rio Grande do Sul with great intensity.
The following month, the cyclone originated over the continent and headed towards the sea, also parking over the coast of Rio Grande do Sul for long enough to cause damage.
Furthermore, according to Estael Sias, MetSul’s meteorologist, the rains that hit the south and west regions of Rio Grande do Sul should not be as heavy as last week’s, which caused floods and left damage in dozens of cities in Rio Grande do Sul. and caused 47 deaths.
Still, the moisture accumulated in the soil and the level of the rivers is a concern.
“In the southern and western half of the state there is no mountain with as much altitude [capaz de gerar fortes correntezas]but there are lower areas that can flood”, he states.

Data from stations from the National Disaster Monitoring Center and the National Institute of Meteorology (Cemaden) show that in 12 hours until 9am this Wednesday it rained:
- 99 mm in Santa Maria;
- 91 mm in Caçapa do Sul;
- 84 mm in Encruzilhada do Sul;
- 78 mm in São Lourenço do Sul and Santiago;
- 77 mm in Cachoeira do Sul, 75 mm in Viamão;
- 74 mm in São Borja;
- 72 mm in Candelária;
- 71 mm in Camaquã.
On Wednesday morning, a Federal Highway Police (PRF) vehicle was swept away by the current next to Arroio Velhaco, on BR-116, in Camaquã. Firefighters and a helicopter were called to the rescue and no one was injured.
Heavy rain has hit Camaquã since Monday. By the end of the morning, there were at least eight closures on federal highways due to the strong storms.
Last week’s heavy rains hit 97 municipalities in Rio Grande do Sul, leaving 4,800 homeless and more than 20,000 homeless. In total, 340,928 people were affected. In addition to the 47 dead, there are 925 injured.
Federal aid
On Tuesday (12), President Luiz Inácio Lula da Silva (PT) announced that the federal government will grant a loan of R$1 billion from the National Bank for Economic and Social Development (BNDES) to help with the economic recovery of cities hit by the extratropical cyclone in Rio Grande do Sul.
The announcement took place after an interministerial meeting at Palácio da Alvorada.
According to the government, the loan will be made with zero interest, a two-year grace period and only adjusted for inflation.
In addition to granting the loan, the president stated that the management will also release R$600 million from the Service Time Guarantee Fund (FGTS) to serve 354 thousand workers.
“Comrade Alckmin and I just had a meeting with the commission that was created to deal with the problems of Rio Grande do Sul,” declared Lula in a video posted on social media.
“In addition to the BRL 740 million announced by him last Sunday, we have now decided to grant a BNDES loan of BRL 1 billion to help recover the economy of all cities. And, at the same time, the release of R$600 million from the Guarantee Fund to serve 354 thousand workers”, he added.
On September 8, the governor of Rio Grande do Sul, Eduardo Leite (PSDB), had already announced, among other measures, R$1 billion in special credit lines from the state-owned bank Banrisul from Rio Grande do Sul.
Over the weekend, Alckmin, serving as President, visited the state and announced R$740 million for the city halls of the municipalities affected by the rain in Rio Grande do Sul.
To make the resource viable, the federal government will take a provisional measure to open extraordinary credit: part will be from resources already in the Budget, and the other part, through relocation.
