The substituting text of the Proposed Amendment to the Constitution 16/22, known as PEC of Fuels, has an estimated impact of R$ 38.75 billion on the spending ceiling, according to the rapporteur Fernando Bezerra (MDB-PE).
The senator, who gave his opinion at the end of the morning of this Wednesday (29), stated that, in order for the government to be able to extrapolate the constitutional rule that limits the expenses of the Union, it will have the “recognition of the state of emergency resulting from the extraordinary elevation of oil and their recurring social impacts”.

The proposal should be voted on this Wednesday by parliamentarians, and also brings an emergency increase of R$ 200 reais in Auxílio Brasil, R$ 120 gas voucher and R$ 1,000 aid to truck drivers.

1 – Elevation of R$ 200 reais on an emergency basis in Auxílio Brasil. The estimated cost of the measure is around R$ 26 billion by the end of the year.
Within this amount, Bezerra says that the current list of beneficiaries will be zeroed. The Ministry of Citizenship estimates that there are almost 1,600 families on the program’s waiting list.

2 – Increase in the gas allowance to the cash equivalent of one cylinder per two months. The estimated value of the measure is R$ 1.05 billion.
“The idea of the program is to give a cylinder every two months. The program now offers R$ 60 every two months. We will give R$ 120 every two months. The idea is that we can cover 100% of the gas consumption during the two months, which is what you can supply with a cylinder”.
According to the rapporteur, 5.8 million families will benefit.
3 – Aid of one thousand reais for autonomous cargo carriers. Estimated value of R$ 5.4 billion by the end of the year.
“This initiative was already foreseen in PEC 1”, says the rapporteur.
The benefit is intended for autonomous cargo carriers, mostly truck drivers, whose average fleet age is over twenty years. There will be more than 870 thousand registered beneficiaries until the cut-off date of May 31.
4 – Compensation to provide free access to the elderly in urban and metropolitan public transport provided for in the statute for the elderly. The value of the measure is estimated at R$ 2.5 billion.
5 – Modification of the form of reimbursement to states in the reduction of taxation on hydrated ethanol
