Police recapture man convicted of killing former health secretary in RS

A 36-year-old man, convicted of killing Porto Alegre’s health secretary in 2010, was recaptured by the Civil Police of Rio Grande do Sul, last Friday (27), in Gravataí. The fugitive had been wanted since 2020, when he broke his electronic ankle bracelet.

In addition to the murder of Eliseu Santos, former vice mayor and secretary of the capital of Rio Grande do Sul, the criminal has a history of crimes such as robbery, drug trafficking, association with drug trafficking and money laundering. He was considered one of the leaders of a criminal organization in Vale dos Sinos and has been the target of several police operations.

In 2016, the man was sentenced to 27 years and 10 months in prison for killing the health secretary after an evangelical service. He and another accomplice were tried and convicted of qualified homicide.

The criminal escaped from the popular jury and was considered a fugitive, being recaptured in the same year, in 2016. In 2020, during the pandemic, he gained the benefit of serving his sentence under house arrest for claiming to be at risk for Covid, but he broke the electronic ankle bracelet and ran away again. In 2024, a new arrest warrant was issued for non-compliance with the sentence.

The Civil Police began investigations in August this year and, after a month, located the fugitive in a high-end condominium in Gravataí. Civil police officers carried out surveillance and arrested the man in the act, using a false document.

The criminal was known to be a carjacker and later became involved in drug trafficking. He was considered a prominent figure in a criminal organization in the region.

Action is part of Operation Rédea Curta

The Civil Police of Rio Grande do Sul launched Operation Rédea Curta between the 16th and 29th of September, resulting in the arrest of more than 400 criminals across the state. Among them, the man convicted of killing Eliseu Santos.

The action, which involved the participation of more than 2,700 police officers and almost a thousand vehicles, aimed to combat organized crime and reduce homicide and robbery rates.

In total, 299 arrest warrants were served, resulting in 72 arrests for homicide, 52 for robbery, 2 for femicide and 2 for robbery. The police also carried out 373 search and seizure warrants, seizing weapons, drugs and other illicit materials.

In the interior of Rio Grande do Sul, the operation was equally intense, with the execution of 172 search and seizure warrants and the arrest of 164 people.
