According to the bill, miners will be required to file tax returns indicating their crypto-wallets’ address-identifiers. If a miner several times evades declaring income in excess of 15 million rubles within three years, he faces up to two years in prison. If the amount exceeds 45 million rubles, then the punishment will be up to four years in prison. The authorities also want to introduce punishment for the transfer of cryptocurrencies through unregistered exchangers.
“This document caused a lot of misunderstanding and questions in the community of entrepreneurs in the field of the digital economy,” RAKIB writes in a letter to the Minister of Finance of the Russian Federation Anton Siluanov.
RAKIB asked Siluanov to submit amendments to the Criminal Code proposed by the Ministry of Finance, providing for criminal prosecution of miners, “for study and professional expertise from the industry.” RAKIB also asks to consider the inclusion of representatives of the association in the working group on the preparation of legislation in the field of regulation of cryptocurrencies.
In March, representatives of RAKIB wrote an open letter to Vladimir Putin stating that the Russian Federation could lag behind all other countries if the authorities continue to pursue a tough policy of regulating digital assets.
