Result of the PEC of Precatório in the Senate is unpredictable, says researcher

The PEC dos Precatórios, which was approved on Tuesday night (9), is “problematic” and it is “difficult to know its outcome in the Senate”, in the opinion of the researcher from IBRE/FGV and the University of Brasília (UnB ), Manoel Pires, in an interview with CNN Radio.

According to him, the text proposed by the project is bad, because the increase in expenses will continue. “It creates a routine to further delay payments that are owed to citizens and companies. From a fiscal point of view, it snowballs because court orders tend to grow throughout the year, and the government will not pay.”

“Since they will compete with court orders from previous years, the rules to give preference to payments are very strange and will generate economic insecurity for those who have amounts to receive,” he added.

For Manoel Pires, the best solution for court orders is “to be paid”. “The PEC generates more uncertainty than a solution, the Senate can propose a solution, even if it treats part of them outside the ceiling, it should have as its main principle the payment of court orders and legal certainty.”

He reinforced that the federal government “has had more difficulty in the Senate”, which makes the vote, which should take place in two rounds in the House, unpredictable.

In addition, Pires reinforced that the “market reacts badly to surprises”. “If these surprises become commonplace, there will be instability, higher interest rates, depreciation of the exchange rate, it’s an important setback.”
