Russia has lost strategically, operationally and tactically, says top US general

The head of the US Joint Chiefs of Staff, General Mark Milley, said Russia had failed in “every” objective in the war against Ukraine.

“The Russians failed every time. They lost strategically, they lost operationally, and again, they lost tactically. What they tried to do, they failed,” Milley said Wednesday at a news conference with Defense Secretary Lloyd Austin after a meeting of the Ukraine Defense Contact Group.

“The strategic reformulation of its objectives, of its illegal invasion, has failed, every one of them.”

Milley listed Russia’s failure to “invade all of Ukraine” at the start of the war, as well as after its new focus on the Donbass region and the capture of Zaporizhzhia and Kherson.

“Throughout the 900-kilometer front-line layout, the Ukrainians achieved success after success, and the Russians failed each time,” Milley said.

The head of the Joint Chiefs of Staff added, however, that the Ukrainians’ goal of “militarily expelling the Russians physically from Ukraine is a very difficult task” and one that is unlikely to be accomplished “any time soon”.

Milley said Russia occupies about 20% of Ukraine and noted that Kherson and Kharkiv, which Ukrainians have regained “are relatively small compared to the whole”.

“In terms of probability, the probability of a Ukrainian military victory, defined as driving the Russians out of all of Ukraine to include what they have defined, or what they claim is Crimea, the probability of that happening any time soon, is not high. , militarily,” he said.

Milley made a reservation saying that “politically, there may be a political solution in which the Russians withdraw”.

“The Russian military is really suffering a lot. Therefore, you want to trade when you are at your strength and your opponent is at weakness. And it is possible, perhaps, that there will be a political solution. All I’m saying is there’s a possibility for it,” he said. “That’s all I’m saying.”
