Sudan closes deal to reinstate prime minister and release political prisoners

Sudan’s military chief and the prime minister he ousted last month reached an agreement on the prime minister’s reinstatement and the release of political prisoners, mediators said on Sunday.

The sacked prime minister, Abdalla Hamdok, met with Sudanese military chief and Sovereign Council chairman General Abdel Fattah Al-Burhan early on Sunday, forming a political agreement that will see Hamdok reinstated as prime minister in the government of Sudan’s transition.

The agreement also includes the release of political detainees who were arrested after the Oct. 25 coup, according to Mudawi Ibrahim, a prominent official at the National Forces Initiative, who helped mediate the talks.

Al-Burhan and Hamdok agreed that the latter would be reinstated as prime minister of the transitional government, which was first established after the ousting of former strongman and president Omar al-Bashir in 2019.

They also agreed to revise the previous power-sharing agreement through a politically binding process that will still involve power-sharing by civilian and military leadership but will include an as-yet-unspecified restructuring, according to Ibrahim

Ibrahim said Hamdok’s deal with al-Burhan includes the following measures:

  • General Burhan would restore the Council of Ministers, which was dissolved after the October 25 coup.
  • Political detainees arrested after the takeover (including government, politicians and protesters) would be released.
  • A unified army would be created.
  • A committee is expected to be formed to investigate the protests following the October 25 coup.
  • Sudan’s constitution would be amended to include new articles to specifically delineate civil-military partnership in the transitional government.

An official announcement is expected on Sunday, after the signing of the agreed articles and a new policy statement.

Hamdok, who was placed under house arrest after the coup in late October, has now been released, according to a National Forces Initiative source. An eyewitness said that the security forces that had surrounded Hamdok’s residence for the past month have now withdrawn, but his personal guard remains in place.

The deal met with resistance in Sudan.

In reaction to the reports, the Darfur Bar Association said on Sunday, “there is no negotiation again” and “the solution starts with holding Al-Burhan accountable for crimes committed since Oct. 25, 2021,” according to its statement.

“The Association guarantees that any initiative or negotiation for an agreement between the parties yesterday to bring Hamdok or others (like him) back to power ‘will bring no results’ when the demands and rights of the people of Sudan are not met.” stated. said the statement.

The deal was rejected by the Sudan Forces for Freedom and Change (FCC) coalition, which said on Sunday that there is “no negotiation, no partnership, and no legitimacy for the coup plotters.”

They also said that the regime’s crimes – from dissolving the Constitution to causing repression and violence against the people – must be brought to justice if justice is to be served. The FCC presented other allegations against the military in its statements, to which the military did not respond directly.

“We have nothing to do with this brutal gang, and we are working with all peaceful means to overthrow it, working with all forces of revolution, professional groups, resistance committees and all honorable people,” the statement said. of the FCC.

The declaration closed by calling for a “glorious new revolution” that “will tighten the knot of those behind the coup and lead them to their downfall.”

The Sudan Doctors Syndicate (SDS) also rejected news of the political agreement reached by the Sudanese military and Hamdok.

“News are circulating about an initiative that is being announced, in which a political agreement is being announced,” the SDS said in a statement.
