The ministry clarified: Russians will not be forced by domestic search engines in smartphones


On Monday, March 15, it became known that the Ministry of Digital Development, Communications and Mass Media of the Russian Federation proposes to install a domestic search engine on all smartphones sold in the country without fail. The corresponding decree will be ready by April, and will come into force on June 1. This news caused a wide public outcry and the Ministry of Digital Science decided to clarify the rules for installing the Russian search engine.

Yes, the Ministry of Digital Industry really wants to oblige smartphone manufacturers to install the Russian search engine by default on their devices. However, users will have a choice. When you activate a new smartphone or turn on the browser for the first time, a window will appear where the owner can choose between a domestic search engine recommended by the department and a foreign search engine.

“Naturally, the user will have the opportunity to change their choice at any time,” said Maxim Parshin, deputy head of the Russian Ministry of Digital Science.

Thus, the Ministry of Digital Industry wants to equalize the market conditions for domestic and foreign search engines. What kind of Russian system will receive the announced privileges, the department does not specify. But sources say the ministry primarily intends to support Yandex, the domestic IT giant. To this, Yandex representatives said that users should be able to independently choose the services that suit them. The company is convinced that the best solution would be the same window, which was mentioned above, where the user himself can set the default search.

Recall that from April 1, 2021, the law on the pre-installation of domestic software on smartphones, computers and televisions in Russia will come into force. The government has already approved a list of applications that must be installed. It includes a total of 28 programs, including Yandex.Browser, Yandex search engine, Yandex.Maps, Yandex.Disk, ICQ, VKontakte, voice assistant Marusya, Odnoklassniki, MirPay, Gosuslugi, MyOfis Documents, Ivi and KinoPoisk.
