The Prosecutor General of the Russian Federation demanded to include cryptocurrencies in the criminal law


The Prosecutor General of the Russian Federation Igor Krasnov believes that the time has come to consider digital assets as a subject of possible criminal encroachment.

Speaking at a hearing in the Federation Council, the Prosecutor General called for amendments to the legislation and the use of measures against cryptocurrencies that apply to property or bank accounts:

“The dynamics of committing crimes using virtual assets is growing. In my opinion, they need to be included in the criminal and criminal procedural legislation in terms of the possibility of recognizing the subject of encroachment and imposing restrictive measures on digital currencies.”

Igor Krasnov said that according to the results of 2021, it can be argued that the increase in the number of cases of fraud and other crimes using IT technologies has decreased.

“At the same time, new dangerous criminal schemes appear almost every month. Recently, we have been observing massive calls and mailings to citizens in order to sow panic, destabilize the situation in the country, ”complained the Prosecutor General of the Russian Federation.

Recall that in 2021, Igor Krasnov called for accelerating the development of regulation of digital assets for the enforcement of the rule on the confiscation of cryptocurrencies. He argued that criminal jurisprudence is moving towards recognizing digital currency as property. This means that cryptocurrency can be considered as a bribe. According to the Prosecutor General, it is necessary to enter the concepts of cryptocurrencies and other digital assets into the Criminal Code through the introduction of relevant provisions into the law on crypto regulation.
Last year, Russian President Vladimir Putin instructed the Prosecutor General’s Office and Rosfinmonitoring to take measures to prevent illegal international transactions with digital financial assets. At the same time, already in early April, law enforcement agencies of the Russian Federation reported that during the investigation of the activities of hackers, REvil seized a flash drive with 19.9 bitcoins for a total amount of more than $900,000.
