The Treasury agrees to withdraw the last reinforced control over the expenses of the Generalitat of Catalonia

 

The Ministry of Finance agrees to withdraw the last remaining reinforced control over the expenses of the Generalitat de Catalunya to prevent them from financing illegal operations against the State. Ministry sources confirmed to this newspaper that the intention is to lift the control established by the previous owner, Cristobal Montoro, in 2015 and which subjected the Generalitat to extra vigilance with respect to other communities to try to prevent illegal independence operations from being financed.

There is still no scheduled date, but the Minister of Finance, MarÃa Jesús Montero, will propose the Delegate Commission of Economic Affairs of the Government the withdrawal of this control in compliance with the agreement reached with Esquerra Republicana de Catalunya so that they approve the State Budgets by 2021. Your parliamentary spokesperson, Gabriel Rufián, announced on Tuesday that it would “end the financial control over Catalonia” and, in effect, the Ministry of Finance has confirmed.

In the Treasury they justify it because the context was different then and that no incident has been detected after the 2017 referendum with the current Government of the Generalitat. In addition, they emphasize that fiscal rules have been suspended due to the pandemic.

The control established in 2015 still requires the Generalitat to certify the use of all expenses to prevent it from going to illegal structures such as several of those set up in 2017. These are monthly certificates issued in the aftermath by the General Intervention of the Generalitat on expenses that Montoro himself came to the conclusion that it was not a sufficient control and imposed an additional one that required information prior to the expenses. It did so in September 2017, and even so, it did not prevent Carles Puigdemont and his team will divert funds to the referendum.

This control has already been withdrawn by the Government of Pedro Sanchez nothing else to assume power in 2018 and now eliminates the pending since 2015. This mechanism also imposes special limitations on indebtedness and the current interim president of the Generalitat, Pere Aragonés has been demanding that Montero withdraw it for years, until he has finally succeeded.

In the Treasury they assure that the withdrawal of the reinforced control does not mean that there is no type of surveillance on the accounts of the Generalitat and the rest of the autonomous communities. Catalonia continues to be the largest recipient of regional liquidity funds provided by the State with more than 7,000 million annually and the Court of Auditors has indicated on several occasions that not even the reinforced controls have been sufficient to prevent the financing of illegal activities.
