The representation of Union spending on servers in GDP will reach the lowest value since 2008, until the end of 2022. The drop in spending converges with the number of active servants, according to data from the Federal Government’s Personnel Statistical Panel. In 2022, there are 570 thousand people in the federal civil service, the lowest number since 2009, when the government had about 562 thousand active civil servants.
The Ministry of Economy attributes this drop to a change in the configuration of the workforce, promoted mainly by the broad digital transformation that is being carried out in the federal public administration.
“The reduction in staff basically stems from the continuous process of digitization of various public services – there are around 4,800 services available on the GOV.BR platform. In this way, the workforce, previously used for many repetitive operational activities, has been directed to more strategic assignments, which value and guarantee an increasingly better service to citizens. Another factor that contributed to the reduction in the workforce was the cut of 21 thousand commissioned positions, functions and bonuses of the Federal Executive in 2019. Immediately, 159 positions were extinguished, in addition to 4,941 functions and 1,487 bonuses, with estimated budget savings by R$ 195 million.
The reduction in personnel expenses has a positive impact on the federal public debt, which currently has a stock of R$ 5.8 billion. With the drop in expenses, the chances of the government closing the accounts with a surplus increase, which reduces the need for government indebtedness to pay off public accounts.
