“The opening up of such ‘fiscal space’ for the federal government is a trick, it’s the way found to create more holes in the spending ceiling – which is pretty bumpy,” Waack said.
For him, despite the appearance of providing assistance to the population – and there is no doubt that this is necessary since Brazil has millions of people in a miserable situation – “in essence, the PEC is a license to spend in an election year”.
“This is irresistible for politicians. But the scenario is still very confusing. This is because among the Houses of the Legislature it is not clear how it will proceed. Nor how many interests work and pull for each side”, he said.
Waack also said that he considered the pejorative nickname “PEC do Calote” to be fair, as some have referred to the PEC dos Precatório.
“The politicians we elected are changing the Constitution to say that what became final, that is, a debt that the government recognized, appealed, but lost, will not be paid as it should – this is default, it has no other name.”
