We have not seen such Paint and Notepad yet. Microsoft transformed them into Windows 11

Microsoft updated the design not only of the system itself, introducing Windows 11, but also of standard applications in it. Some of these, which received a new style of Fluent Design, are Paint and Notepad – utilities that have been present on the platform since the days of Windows 3.1.

Fluent Design canons are clearly visible in the new application headers – large elements and large indents between them. However, Microsoft contradicts itself: in Paint all the icons have changed, but the standard ribbon menu at the top has been preserved, although the developers got rid of it in Explorer.
