The report of the PEC dos Precatórios was read at the Constitution and Justice Committee (CCJ) of the Senate. But the federal government is still working to obtain the necessary votes for approval of the text in the CCJ and in the House’s plenary.
In an interview with CNN, this Thursday (25), senator Fernando Bezerra Coelho (MDB-PE), government leader and rapporteur of the PEC dos Precatórios in the Senate detailed how the process of convincing all the senators’ benches is being carried out.
“My assessment is that we have included in the report points that are highly regarded by various benches, for example, the permanent nature of the program, and the linking of the fiscal space to previously determined expenses, such as Brazil’s Auxílio”, said the rapporteur.
He stated that he has “a lot of confidence” in the approval of the report by the CCJ, and recalls that the president of the Commission, Senator Davi Alcolumbre, has already scheduled the vote for next Tuesday.
“We are in permanent dialogue to expand support, and so that we can have approval in plenary. The minimum quorum is 49 votes and we are working to reach it and, if possible, to surpass this minimum”, said Fernando Bezerra.
One of the most controversial aspects of the Project is that Auxílio Brasil becomes a permanent social benefit of R$400. “Permanent aid is not irresponsible”, argues the senator.
The PEC rapporteur justifies that Brazil has been showing good revenue collection rates, and says that the difficulty lies in the fiscal space, on account of the Spending Ceiling.
The text of the project indicates that the funding source for the Permanent Aid will be exceptionally defined next year. Senator Fernando Bezerra cites the Senate’s possible approval of the taxation of dividends as “a natural candidate” for the allocation of resources for the Aid.
“There will be enough revenue to cover this, given the revenue performance this year. We will have enough time to comply with the fiscal responsibility law”, declared the rapporteur.
