O auction do 5G began, this Thursday (4), with the sale of the 700 MHz frequency band. The winning proposal of the national lot was that of the company Winity II Telecom, in the amount of R$ 1.427 billion, with a premium of 805.84% . The company will be a new mobile service operator.
The auction, which takes place at Anatel’s auditorium, in Brasília, continues with the analysis of proposals for other frequency bands: 3.5 GHz, 2.3 GHz and 26 GHz, divided into national and regional blocks. The National Telecommunications Agency (Anatel) is responsible for the auction.
The winners of the auction will be allowed to operate the bands in the areas encompassed by the block, with the implementation of 5G technology. The 700 MHz and 2.3 GHz bands are already used for 4G, which must be improved before 5G is implemented.
The 3.5 GHz and 26 GHz bands are considered “pure”, that is, they would only be used for 5G. 5G is considered the new generation of internet, being associated with technologies such as the internet of things, autonomous devices and vehicles and the use of virtual reality.
The government’s expectation is that the auction will raise up to R$49.7 billion if all lots are auctioned, with a grant of R$10.6 billion.

In all, Anatel received 15 proposals linked to the auction. Among the bidders, five are companies already operating in the mobile telephony area: Vivo, Claro, Tim, Algar Telecom and Sercomtel.

Obligations
The 5G auction notice, approved by Anatel, foresees some responsibilities for the companies that win the auction. The offsets were defined by the Ministry of Communications.
- Availability of 5G in all capitals of the country until July 2022;
- Construction of the private communication network for the federal public administration;
- 4G internet guarantee on Brazilian highways;
- Installation of a fiber optic network, via river, in the Amazon region;
- Financing the costs of the migration of open TV via satellite from the C-band to the Ku-band (new antennas, receivers and the installation of this equipment for low-income families);
- Quality mobile internet guarantee in public schools of basic education
About the notice
The first forecast was that the 5G auction would still take place in March 2020. However, divergences between the technical areas of the Federal Court of Accounts (TCU) and Anatel postponed the process of 5G arrival in the country.
Despite the approval of the notice by the Court of Auditors in August this year, the regulatory agency had to make changes to the text and, therefore, the event ended up being moved to November.
Among the changes made are the inclusion of a commitment by the winners to guarantee internet access in elementary schools and the installation of a private network for the government.
The text defines that the grant period, that is, the right to explore the tracks, will be up to 20 years.
