Employees who defrauded public tenders are targets of action in 8 states

The Federal Revenue, in joint action with the Federal Police and the General Comptroller of the Union, launched, this Tuesday (5), an operation against a scheme of corruption and fraud in bidding involving public officials linked to the Superintendence of the National Department of Transport Infrastructure of Paraná (DNIT-PR).

According to the Revenue, the operation, called Roller Compressor, had the objective of dismantling the scheme and is a continuation of an operation launched in January 2022. The searches took place in the states of Espírito Santo, Minas Gerais, Paraná, Pernambuco, Rondônia, Santa Catarina and São Paulo and the Federal District.

According to Leandro Cavichioli Peixoto, tax auditor at the Federal Revenue, employees approved road works that were overpriced – or that presented other irregularities.

After removing the tax secrecy of those involved in the scheme, the Federal Revenue also evaluated the assets resources, when it was found that the agency’s employees had assets that were not compatible with the income they obtained.

“An engineer at the agency had declared assets of R$100,000. After ten years, this equity became R$2.9 million, a value that represented an increase of 29 times more than the initial assets”, highlighted the auditor.

The investigation showed that, between 2011 and 2022, DNIT public employees noticed illicit values ​​from companies that maintained contracts with the agency, at which time fraud in bidding procedures, contracts with serious flaws and corrupt practices were identified, especially when related supervision and inspection of the execution of works contracted by the department.

The court orders were issued and provide for the kidnapping and freezing of movable and immovable assets, high-value vehicles and the financial resources of those being investigated.

In a note, DNIT informed that the operation is related to an investigation launched in 2015 and practices that occurred before that period. The department highlights that it collaborates with the investigation and that the body’s integrity bodies also investigate the facts.

“The municipality repudiates any fraudulent practice or act of corruption and has an Anti-Fraud and Anti-Corruption Policy which, among other aspects, makes this premise clear. The Department is in permanent contact with the control bodies and reaffirms that its actions are based on legality and fairness, respecting all the ethical principles of public administration”, highlighted the DNIT.
