The developers plan to make the automatic closed captioning feature available to all Zoom users in the fall of 2021. Users are encouraged to fill out a special form to get early access to the feature.
At the moment, automatic captioning is only offered to paid users. The rest had to either manually add subtitles or use additional third-party services.
