Reformulation of the Quota Law was important, but timid, says dean

The Federal Senate’s approval of the bill that reformulates the Quota Law was important, but timid.

This is the assessment of the dean of Faculdade Zumbi dos Palmares José Vicente.

A CNN Radio on CNN Plural, the PL made adaptations that are relevant, but left points of insecurity.

“For example, it defined affirmative action for master’s and doctorate degrees, but left the percentage per university open for this audience, which will be at the pleasure of the institutions,” he said.

Another factor is the self-declaration methodology.

According to him, there was a committee of teachers who, faced with cases of possible fraud, “defined, with methodology, who was black or not.”

“This should have been formalized by reviewing the law, so that there would be alignment across all federal universities, in a single format, so as not to create uncertainty,” he added.

Even so, José Vicente remembers that, without the renewal, there would be problems for the Quota Law to continue, and praised the inclusion of young people from public schools who are financially precarious.

This way, and with the rule also for quilombolas, “the law gets a little better.”

Either way, the expert believes that “we should have been bolder.”

This is because dropout rates at universities in the last 5 years are high, around 40%.

“As a result, the country and society lost money in investment, and the objective of training young people with quality is not met,” he said.

He advocates a smarter and more resourceful way to ensure that young people stay at university from start to finish, especially to ensure financial capacity, with scholarships, for example.
