The Ministry of Finance is launching the tender procedure for the concession of the duties and responsibilities of the Real Estate Acquisition and Leasing Agency included in the new bankruptcy law. The international competition is run by the Special Secretariat for Private Debt Management.
Vulnerable debtors, according to the criteria of the new bankruptcy law, who have been declared bankrupt or against the first residence of which enforcement is expedited, will have the opportunity to submit a request for transfer of their first residence to the Acquisition and Re-Lease Agency. The Institution will acquire the first residence of the specific vulnerable debtors and then will re-lease it to them for 12 years.
The Greek State will provide, in accordance with the requirements of the law, a monthly housing allowance of up to 210 euros, through OPEC, to support the vulnerable in the payment of rent to the Agency. During, as well as at the end of the 12-year period, the debtors will have the right to repurchase the rented residence.
The tender process will be conducted in two phases: the pre-selection phase (AD Phase) and the dialogue and binding bidding phase (Phase II). Interested parties are invited to submit an expression of interest file by 19.07.2022. Details of the tender process are described in the Call for Expressions of Interest, which has been posted on the website of KIMDIS (http://www.eprocurement.gov.gr /).
For this reason, the proclamation for a public international electronic tender was published in the Official Journal of the EU through the competitive dialogue procedure for the award of a contract for the assignment of the duties and responsibilities of the Real Estate Acquisition and Leasing Agency (Article 218 of Law 4738/20 ).
