There are no resources for the functioning of the Revenue in the second half, says Sindifisco

The Federal Revenue only has the resources to function normally until May 2022, according to the president of the National Union of Tax Auditors (Sindifisco), Isac Falcão.

In an interview with CNN this Friday (14), Falcão said that the agency’s budget was cut by R$1.2 billion reais. Thus, in the second half of the year, there would be no budgetary resources for the normal functioning of operations.

“The Revenue budget was cut by R$1.2 billion. This means that it only has resources for its normal operation until May of this year. The second semester does not have budgetary resources for the IRS to function”, he added.

At the end of December last year, auditors from the Internal Revenue Service approved stoppage and “standard operation” at border inspection posts.

Recently, President Jair Bolsonaro stated that he will give a salary increase to federal police officers, which generated a series of protests from other categories of federal civil servants.

According to Isac Falcão, the auditors do not oppose the claims of the other categories, and that the protest is for other reasons.

“The mobilization of auditors is not aimed at a readjustment. It addresses the problem of the imminent stoppage of the Federal Revenue Service, with irreversible problems”, said the president.

The second claimed point is an efficiency bonus. According to Falcão, this is a battle for years for the auditors.

As he explained, in 2015 there was an agreement with the federal government on the subject. In 2017, a law was enacted to institute the bonus. However, until today this would not have been applied.

On Thursday (13), Falcão met with the Minister of Economy, Paulo Guedes, and handed him a document with the issues raised.

“Yesterday, we spoke with Minister Guedes. What the minister said is that he understands the issues we are presenting. It was information known to the minister, but which we detail better. He considers the causes just, but understands that this is not the time,” he said.

Thus, Falcão stated that it is necessary to issue a decree and an amendment to the Budget Law. “There is a need for a decree from the President of the Republic,” he said.

Queues at the borders

In a note, Sindifisco stated that points on the Mato Grosso do Sul and Rio Grande do Sul border with Argentina presented queues of trucks for inspection by the Revenue.

The union warned that “without a deadline, the mobilization could result in a shortage of goods on both sides of the border, both foodstuffs and construction materials, in addition to other products considered essential”.

Isac Falcão stated that this is due to the “standard operation” at the IRS posts. He explains that this is a more detailed form of inspection, and that it should be adopted normally, but that it is not possible due to the lack of agents.

The Sindifisco president said that live and perishable cargoes are not subjected to standard operation at this time, being separated from the others.
